At the heart of our offering is our specialisation in secure digital case management solutions.  We provide a choice to our customers, offering both bespoke Open Source and COTS-based digital solutions, so you can select the right solution for your particular requirements.

Our best-of-breed approach and over 15 years of investment and experience in developing our own COTS software allows us to rapidly develop and configure flexible, secure, Government-strength digital solutions with no risk of digital lock-in. In this way, we can help empower analysts and web designers to develop and own digital projects themselves too.

Toplevel offers a set of high availability/highly resilient, flexible services including 24x7x365 G-Cloud Services, from a UK-based data centre that meet or exceed the security standards of other, recognised providers.

We also have our own GitHub area, accessible to customers, and have developed an open source GOV.UK toolkit, which can be reused by anyone including Toplevel to deliver a GDS compliant Digital by Default customer service via GOV.UK.

We have proven skills and tools for Agile prototyping, and additionally have invested in strengthening our toolset through the addition of third party products such as Scribe that facilitate easy integration with our customers’ complex back end IT and security infrastructures.

Proven methodology

Toplevel has huge experience in delivery using Agile, Agile+ or Waterfall project methodologies and will review the most appropriate option at the early stage of a project to understand what is the best fit for a given customer.

Beyond Agile – A preferred option for many projects is Agile+, a synthesis of Agile and Prince2 -to manage and govern projects offers our customers the best of Agile combined with the best of Prince2, but we are flexible and happy to adapt to individual customer preferences.

We have a huge repository of knowledge and hands-on expertise built up from delivering more than 75 major public sector digital projects over 15 years.

We provide services from design and delivery, to ongoing operations and lifecycle management of your application delivered by our ITIL-trained and SC-cleared operations staff who focus on continuous service improvement. Issues are intelligently prioritised, based on service impact and availability, and we’re proud to currently hold a 100% uptime record for our cloud offerings.

Proven quality

Toplevel is accredited to ISO9001:2015; and our best practice approach governs the delivery and support of services to our customers.  We are ISO27001:2013 (UKAS) accredited, have been awarded Pan Government Accreditation, Cyber Essentials Plus, and have been externally audited to both ISO 27017:2015 (Cloud Security) and ISO 27018:2014 (PII).

Our services have been used and accredited in major government departments to host IL3 / OFFICIAL Sensitive information assets.

Proven security

Toplevel has a strong focus on security since it is especially critical to the Public Sector. We frequently commission penetration testing and security reporting on behalf of our customers using different CLAS and CHECK approved security firms. Recommendations are incorporated into our products’ R&D from which all of our customers can use and benefit. We have a strong track record of accreditation to IL3 /OFFICIAL Sensitive levels.

Security testing and risk management are carried out in a way that allows all customers accessing Toplevel GCloud services to leverage the benefits of a single protected environment reserved exclusively for them. It is our policy to obtain SC clearance for all our BAU operational staff and for many of our implementation team members, such as testing / BA roles as well.
